Coronavirus Aid, Relief, and Economic Security Act Compliance (CARES Act)

Fort Scott Community College, as an institution participating in the CARES Act, is required to post the following information to their website by the Department of Education.

Fort Scott Community College has signed and returned to the Department of Education the Certification and Agreement form assuring that Fort Scott Community College has used no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

  • Fort Scott Community College received a total of $1,021,526.00. At least 50 percent will be disbursed to students in a total of $510,763 from the Department of Education pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students.
  • The estimated total number of students at Fort Scott Community College eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and was enrolled in at least one on campus credit hour on March 13, 2020 is 912.  Students who have filed a FAFSA are receiving first consideration, pending further guidance for those who have not filed a FAFSA.
  • The total number of Fort Scott Community College students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) is 554.
  • The method used by Fort Scott Community College to determine which students receive Emergency Financial Aid Grant and how much they would receive under Section 18004(a)(1) of the CARES Act is as follows:
    • Based on the total number of credit hours taken by qualified students, the amount is estimated to be about $40 per credit hour taken. Applications will be reviewed and grants awarded by June 30, 2020.
    • Per governmental guidelines CARES Act monies cannot be awarded to
      • High school students
      • Students enrolled in only online classes as of March 13, 2020
      • International students
      • DACA students
      • Students not making satisfactory academic progress
      • Non-degree seeking students.
  • Attempts were made to contact all eligible students who had not applied by sending texts multiple times requesting that they fill out the online application for CARES Act.  As of July 23, 2020 after multiple attempts to get more students to apply have failed, it was decided to add remaining student funds available to previous awardees.  These students received a second award of $270.00 each.
    • The total amount of Emergency Financial Aid Grants distributed by Fort Scott Community College to students under Section 18004(a)(1) of the CARES Act as of July 30, 2020 is $467,150.00 to 562 students.
  • The remainder of 510,763 was for institutional support to provide for upgrades for student support in technology and other changes needed to support a safe living environment for students and social distancing.
    • Monies spent are; personal protective equipment – $80,000, room, board and other refunds $300,000 and to be determined of $130,763.
